Founded in November 2016 following the Maltese Sign Language Recognition Act, the Council aims to:
- Advise the Minister on sign language matters.
- Support research and the development of Maltese Sign Language.
- Promote recognition and expression of the language within the Deaf community.
- Develop and implement linguistic policies in consultation with the Deaf community.
- Coordinate efforts of associations and individuals in the Maltese Sign Language sector.
- Develop and implement linguistic policies in consultation with the Deaf community.

- Seek funding to strengthen activities, particularly for research purposes.
- Collaborate with organizations to enhance the recognition and appreciation of Maltese Sign Language.
- Set competency standards for Maltese Sign Language interpreters and maintain a register.
- Carry out other activities as assigned by the Minister.
